In a decisive move, the country has begun equipping its Chief Digital Officers with practical artificial intelligence (AI) skills, signaling a shift from policy discussions to real-world implementation.
This initiative, led by the Ministry of ICT and Innovation, focuses on teaching government leaders how to apply emerging technologies like generative AI to everyday public service challenges. Rather than limiting AI to pilot projects, Rwanda is building internal capacity to ensure these tools directly improve governance, efficiency, and citizen experience.
