Suspended Tshwane Metro Police Department (TMPD) deputy chief Umashi Dhlamini has publicly defended his long-standing relationship with Sergeant Fannie Nkosi, describing it as deeply personal rather than professional. Speaking at the Madlanga Commission, Dhlamini rejected allegations that their connection influenced tender processes within the City of Tshwane.

According to his testimony, the two men have known each other for over three decades, having grown up together in Soshanguve. What began as a neighborhood bond gradually evolved into a relationship Dhlamini likens to brotherhood. Over the years, Nkosi became closely involved with Dhlamini’s family, even assisting with small tasks in their family business during his youth.

Their connection extended beyond friendship into family responsibilities. Dhlamini revealed that he played a key role in Nkosi’s traditional marriage negotiations, leading lobola discussions on behalf of both families—an indication of deep trust and respect.

Despite WhatsApp messages presented as evidence suggesting possible coordination around tenders, Dhlamini firmly denied any wrongdoing. He maintained that he never influenced procurement decisions or benefited financially, emphasizing that assisting Nkosi in such matters would have created a conflict of interest.

Instead, he claims he redirected Nkosi to external help, insisting his actions remained ethical.
