Over the years, access to schooling has expanded significantly, with primary school enrollment reaching about 97% and secondary education even exceeding 100% enrollment due to over-aged learners still in school. This reflects a system striving to include as many learners as possible, even beyond traditional age limits.
However, access does not always guarantee quality. In 2020, more than 925,000 children were still out of school, highlighting ongoing barriers such as poverty and the lingering effects of the COVID-19 pandemic. At the same time, early childhood education remains limited, with pre-primary enrollment below 18%, showing that many children begin formal learning at a disadvantage.
The system itself is structured into three main levels—general education, further education, and tertiary education—with nine years of compulsory schooling forming its backbone. Encouragingly, youth literacy rates are high at around 95%, and female literacy slightly surpasses male literacy, signaling progress toward gender equality.
At the top level, tertiary enrollment stands at just over 24%, indicating that while many learners complete basic education, fewer transition into higher education. Still, the country attracts more international students than it sends abroad, reflecting its role as a regional academic hub.
Ultimately, South Africa’s education system is a story of expanding opportunity—but also of deep inequalities that continue to shape outcomes.
